Ok so centralize state is an interaction you can do to a state if you own all provinces in it. It costs you 50 admin and 50 reform progress, and takes 5 years, but reduces governing cost by 25% each time you do it. You can do it multiple times per state.To increase governing capacity, there's a reform for 250 extra governing cap. And also you can use reform points for it. The other way is tech. There's also estates which give out 100 governing cap each. Better to just stick to reducing it.
